The truth behind N. Korea's threats

SEOUL, South Korea (AP) ? Across North Korea, soldiers are gearing up for battle and shrouding their jeeps and vans with camouflage netting. Newly painted signboards and posters call for "death to the U.S. imperialists" and urge the people to fight with "arms, not words."

But even as North Korean leader Kim Jong Un is issuing midnight battle cries to his generals to ready their rockets, he and his million-man army know full well that a successful missile strike on U.S. targets would be suicide for the outnumbered, out-powered North Korean regime.

Despite the hastening drumbeat of warfare ? seemingly bringing the region to the very brink of conflict with threats and provocations ? Pyongyang aims to force Washington to the negotiating table, pressure the new president in Seoul to change policy on North Korea, and build unity inside the communist country without triggering a full-blown war.

North Korea wants to draw attention to the tenuousness of the armistice designed to maintain peace on the Korean Peninsula, a truce Pyongyang recently announced it would no longer honor as it warned that war could break out at any time.

In July, it will be 60 years since North Korea and China signed an armistice with the U.S. and the United Nations to bring an end to three years of fighting that cost millions of lives. The designated Demilitarized Zone has evolved into the most heavily guarded border in the world.

It was never intended to be a permanent border. But six decades later, North and South remain divided, with Pyongyang feeling abandoned by the South Koreans in the quest for reunification and threatened by the Americans.

In that time, South Korea has blossomed from a poor, agrarian nation of peasants into the world's 15th largest economy while North Korea is struggling to find a way out of a Cold War chasm that has left it with a per capita income on par with sub-Saharan Africa.

The Chinese troops who fought alongside the North Koreans have long since left. But 28,500 American troops are still stationed in South Korea and 50,000 more are in nearby Japan. For weeks, the U.S. and South Korea have been showing off their military might with a series of joint exercises that Pyongyang sees a rehearsal for invasion.

On Thursday, the U.S. military confirmed that those drills included two nuclear-capable B-2 stealth bombers that can unload the U.S. Air Force's largest conventional bomb ? a 30,000-pound super bunker buster ? powerful enough to destroy North Korea's web of underground military tunnels.

It was a flexing of military muscle by Washington, perhaps aimed not only at Pyongyang but at Beijing as well.

In Pyongyang, Kim Jong Un reacted swiftly, calling an emergency meeting of army generals and ordering them to be prepared to strike if the U.S. actions continue. A photo distributed by North Korea's official Korean Central News Agency showed Kim in a military operations room with maps detailing a "strike plan" behind him in a very public show of supposedly sensitive military strategy.

North Korea cites the U.S. military threat as a key reason behind its need to build nuclear weapons, and has poured a huge chunk of its small national budget into defense, science and technology. In December, scientists launched a satellite into space on the back of a long-range rocket using technology that could easily be converted for missiles; in February, they tested an underground nuclear device as part of a mission to build a bomb they can load on a missile capable of reaching the U.S.

However, what North Korea really wants is legitimacy in the eyes of the U.S. ? and a peace treaty. Pyongyang wants U.S. troops off Korean soil, and the bombs and rockets are more of an expensive, dangerous safety blanket than real firepower. They are the only real playing card North Korea has left, and the bait they hope will bring the Americans to the negotiating table.

White House spokesman Josh Earnest said North Korea's "bellicose rhetoric" would only deepen its international isolation, and that the U.S. has both the capability and willingness to defend its interests in the region.

Narushige Michishita, director of the Security and International Studies Program at Japan's National Graduate Institute for Policy Studies, isn't convinced North Korea is capable of attacking Guam, Hawaii or the U.S. mainland. He says Pyongyang hasn't successfully tested an intercontinental ballistic missile.

But its medium-range Rodong missiles, with a range of about 800 miles (1,300 kilometers), are "operational and credible" and could reach U.S. bases in Japan, he says.

More likely than such a strike, however, is a smaller-scale incident, perhaps off the Koreas' western coast, that would not provoke the Americans to unleash their considerable firepower. For years, the waters off the west coast have been a battleground for naval skirmishes between the two Koreas because the North has never recognized the maritime border drawn unilaterally by the U.N.

As threatening as Kim's call to arms may sound, its main target audience may be the masses at home in North Korea.

For months, the masterminds of North Korean propaganda have pinpointed this year's milestone Korean War anniversary as a prime time to play up Kim's military credibility as well as to push for a peace treaty. By creating the impression that a U.S. attack is imminent, the regime can foster a sense of national unity and encourage the people to rally around their new leader.

Inside Pyongyang, much of the military rhetoric feels like theatrics. It's not unusual to see people toting rifles in North Korea, where soldiers and checkpoints are a fixture in the heavily militarized society. But more often than not in downtown Pyongyang, the rifle stashed in a rucksack is a prop and the "soldier" is a dancer, one of the many performers rehearsing for a Korean War-themed extravaganza set to debut later this year.

More than 100,000 soldiers, students and ordinary workers were summoned Friday to Kim Il Sung Square in downtown Pyongyang to pump their fists in support of North Korea's commander in chief. But elsewhere, it was business as usual at restaurants and shops, and farms and factories, where the workers have heard it all before.

"Tensions rise almost every year around the time the U.S.-South Korean drills take place, but as soon as those drills end, things go back to normal and people put those tensions behind them quite quickly," said Sung Hyun-sang, the South Korean president of a clothing maker operating in the North Korean border town of Kaesong. "I think and hope that this time won't be different."

And in a telling sign that even the North Koreans don't expect war, the national airline, Air Koryo, is adding flights to its spring lineup and preparing to host the scores of tourists they expect to flock to Pyongyang despite the threats issuing forth from the Supreme Command.

War or no war, it seems Pyongyang remains open for business.

Does the humble and homely Individual Retirement Arrangement (IRA) matter to well-paid people?

I remember being shocked in the late 1990s when my mentor Jim on the bond trading floor at Goldman declared ?I don?t bother with IRAs because nobody?s getting rich investing through an IRA.?

I eagerly sought out wisdom on personal finance at the time, so I was struck that such a clear tax-advantaged vehicle could be overlooked by a financially savvy professional like Jim.

He was a Vice President at the time and made a good salary and bonus, with bright prospects.? He then became a partner about 6 years later, wholly and thoroughly justifying his scorn for the lowly IRA as a wealth-building vehicle.

His example stuck in my head over the years because ? more than the stark irrelevance of an IRA for his own personal situation ? I?ve realized that he?s basically right ? upper income and wealthy people as a whole really have no use for the IRA.? It?s a waste of time for them.? This is true for a number of reasons.

1. The maximum tax deductibility limit of $5,000 doesn?t get you very far if you have many multiples of that amount to invest.? In the 1990s, when my mentor made his scornful statement about not getting rich from an IRA, contribution limits were stuck at $2,000 ? making his scorn even more justifiable.? But even with the upward adjustment to $5,000 in 2012 and $5,500 in 2013, that still doesn?t provide much tax advantage.

2. Most highly compensated people have access to a 401K or a similar saving plan which offers many times the tax-advantaged contributions of an IRA.? If you own your own business, or if you work for a high-paying salary, you could put away at least $17,000 pre-tax in 2012, in addition to larger amounts through employer profit-sharing, leaving the homely and humble IRA in the dust.

3. If you have access to a much better, bigger employer retirement plan like a 401K, as most highly compensated people do, suddenly you?ve lost the $5,000 IRA tax deductibility if you make more than $68K individually, (or $112K if you file with your spouse.)

The end result: my mentor Jim was right.? Upper income people really can?t be bothered with the IRA, and I can?t fault their logic.

All of the above is particularly ironic to me because I?ve spent the past month arguing, pleading, berating, and otherwise pestering the undergraduates to whom I teach personal finance into opening and funding their first personal IRA.

I?ve taught them about the key building-block concepts of compound interest, and understanding wealth, and how to budget and save money.

I?ve argued that opening and funding their first IRA ? which I assigned as mandatory homework to them this week ? is a key culmination of everything I?ve taught them.

And I do believe in the value of the IRA for them in particular, as I assume they will not be highly paid in their first years out of college, nor will many of them have access to a 401K right away.? So an IRA makes a ton of sense for them.? At least for now.

What I haven?t told them is that as soon as they?re well-paid and wealthy they can forget all about the IRA, with my financial blessing.? But please don?t let them know this yet.

First they have to open the IRA, before they can forget all about it.

Researchers engineer plant cell walls to boost sugar yields for biofuels

Mar. 29, 2013 ? When blessed with a resource in overwhelming abundance it's generally a good idea to make valuable use of that resource. Lignocellulosic biomass is the most abundant organic material on Earth. For thousands of years it has been used as animal feed, and for the past two centuries has been a staple of the paper industry. This abundant resource, however, could also supply the sugars needed to produce advanced biofuels that can supplement or replace fossil fuels, providing several key technical challenges are met.

One of these challenges is finding ways to more cost-effectively extract those sugars. Major steps towards achieving this breakthrough are being taken by researchers at the U.S. Department of Energy (DOE)'s Joint BioEnergy Institute (JBEI).

"Through the tools of synthetic biology, we have engineered healthy plants whose lignocellulosic biomass can more easily be broken down into simple sugars for biofuels," says Dominique Loque, who directs the cell wall engineering program for JBEI's Feedstocks Division. "Working with the model plant, Arabidopsis, as a demonstration tool, we have genetically manipulated secondary cell walls to reduce the production of lignin while increasing the yield of fuel sugars."

JBEI is a scientific partnership led by Lawrence Berkeley National Laboratory (Berkeley Lab) whose mission is to advance the development of next generation biofuels that can provide the nation with clean, green and renewable transportation energy that will create jobs and boost the economy. Loque and his research group have focused on reducing the natural recalcitrance of plant cell walls to give up their sugars. Unlike the simple starch-based sugars in corn and other grains, the complex polysaccharide sugars in plant cell walls are locked within a robust aromatic polymer called lignin. Setting these sugars free from their lignin cage has required the use of expensive and environmentally harsh chemicals at high temperatures, a process that helps drive production costs of advance biofuels prohibitively high.

"By embedding polysaccharide polymers and reducing their extractability and accessibility to hydrolytic enzymes, lignin is the major contributor to cell wall recalcitrance," Loque says. "Unfortunately, most efforts to reduce lignin content during plant development have resulted in severe biomass yield reduction and a loss of integrity in vessels, a key tissue responsible for water and nutrient distribution from roots to the above-ground organs."

Lignin has also long posed problems for pulping and animal feed. To overcome the lignin problem, Loque and his colleagues rewired the regulation of lignin biosynthesis and created an artificial positive feedback loop (APFL) to enhance secondary cell wall biosynthesis in specific tissue. The idea was to reduce cell wall recalcitrance and boost polysaccharide content without impacting plant development.

"When we applied our APFL to Arabidopsis plants engineered so that lignin biosynthesis is disconnected from the fiber secondary cell wall regulatory network, we maintained the integrity of the vessels and were able to produce healthy plants with reduced lignin and enhanced polysaccharide deposition in the cell walls," Loque says. "After various pretreatments, these engineered plants exhibited improved sugar releases from enzymatic hydrolysis as compared to wild type plants. In other words we accumulated the good stuff -- polysaccharides -- without spoiling it with lignin."

Loque and his colleagues believe that the APFL strategy they used to enhance polysaccharide deposition in the fibers of their Arabidopsis plants could be rapidly implemented into other vascular plant species as well. This could increase cell wall content to the benefit of the pulping industry and forage production as well as for bioenergy applications. It could also be used to increase the strength of cereal straws, reducing crop lodging and seed losses. Since regulatory networks and other components of secondary cell wall biosynthesis have been highly conserved by evolution, the researchers feel their lignin rewiring strategy should also be readily transferrable to other plant species. They are currently developing new and even better versions of these strategies.

"We now know that we can significantly re-engineer plant cell walls as long as we maintain the integrity of vessels and other key tissues," Loque says.

A paper describing this research in detail has been published in Plant Biotechnology Journal. The paper is titled "Engineering secondary cell wall deposition in plants." Loque is the corresponding author. Co-authors are Fan Yang, Prajakta Mitra, Ling Zhang, Lina Prak, Yves Verhertbruggen, Jin-Sun Kim, Lan Sun, Kejian Zheng, Kexuan Tang, Manfred Auer and Henrik Scheller.

Drones over America: How unmanned fliers are already helping cops

It was getting dark, and the sheriff of Nelson County, N.D., was in a standoff with a family of suspected cattle rustlers. They were armed, and the last thing anybody wanted was a shoot out.

U.S. Customs and Border Protection, which monitors police radio chatter, offered to help. Their Predator was flying back to its roost at the Grand Forks Air Force base and could provide aerial support. Did the sheriff want the assist?

Yep.

"We were able to detect that one of the sons was sitting at the end of the driveway with a gun. We also knew that there were small children involved," Sheriff Kelly Janke told NBC News, remembering that tricky encounter in the early summer of 2011. "Someone would have gotten seriously injured if we had gone in on the farm that night." He decided to wait.

The next day, the drone gave them an edge again by helping them choose the safest moment to make a move. "We were able to surprise them ? took them into custody," Janke said. They also collected six stolen cows.

Rodney Brossart, the arrested farmer, sued the state, in part because of the cop's use of a drone. But a district judge ruled that the Predator's service was not untoward.

When advocates express concern about government drones threatening people's privacy, the Brossart case is one they bring up. It's one of the first instances of a flying robot doing a cop's dirty work, and this kind of intervention is likely to be more and more commonplace, as the FAA fulfills a congressional mandate to increase its granting of drone permits ? certificates of authorization, or COAs.

Cops and flying robots
At the moment, there are only 327 active COAs, all held by these organizations, and all for unarmed crafts, of course. A tiny sliver of these permits are in the hands of law enforcement agencies, and from them, we're seeing the first glimpses of drone use in policing and emergency response.

"The FAA has approved us to cover a 16-county area," Sheriff Bob Rost of Grand Forks County, N.D., said of their COA. "To look for missing children, to look for escaped criminals and in the case of emergencies." In the spring, they will use two mini-copter drones ? a trusty DraganFlyer X6 and an AeroVironment Qube ? to check on flooded farms.

The police department in Arlington, Texas, also recently got FAA clearance to fly their drones after two years of testing. The two battery-powered Leptron Avenger helicopter drones won't be used for high-speed chases or routine patrol, the department explains. In fact, the crafts will be driven in a truck to where they're needed, and when they're launched to scope out incidents, local air traffic control will be informed.

In Mesa County, Colo., the police department has used drones to find missing people, do an aerial landfill survey and help out firefighters at a burning church. For them, it's seen as a cost-cutting technology.

"It's the Wal-Mart version of what we'd normally get at Saks Fifth Avenue," said Benjamin Miller, who leads the drones program in Mesa County, comparing drones to manned helicopters that would otherwise give police officers help from the sky.

In Seattle, the police department received an FAA permit ? but had to give back its drones when the mayor banned their use, following protests in October 2012.

Protests and red tape
"Hasn't anyone heard of George Orwell's '1984'?" the Seattle Times quoted a protester as saying. "This is the militarization of our streets and now the air above us."

Protesters, not just in Seattle, seek more legal definition of what a drone can or can't do, and debate whether or not current laws sufficiently protect citizens from unauthorized surveillance and other abuses.

New York City mayor Michael Bloomberg thinks of police drones as an inevitability ? "We're going to have them," he recently said in a radio interview ? while those on the police (and drone) side say the fears are unfounded.

"This hysteria of [a drone] hovering outside your backyard taking a video of you smoking a joint, it's just that ? hysteria," said Al Frazier, an ex-cop from Los Angeles who is now an assistant professor of aeronautics at the University of North Dakota, and a deputy at the Grand Forks sheriff's office.

The reason the sky isn't lousy with drones already mostly has to do with red tape. The FAA's highly restricted drone application for government agencies is supposed to take about 60 days, though unofficially, we're told it's much longer. COAs are also very strict about where, when and by whom a drone is flown.

"I think there are many agencies who would like to use [drones] for public good, but they're stymied by the process," Frazier said.

That's likely to change ? and soon. Last February, Obama signed a mandate that encourages the FAA to let civil and commercial drones join the airspace by 2015. This will take new regulations from the FAA for safe commercial drone flight, and it may take some convincing of local anti-drone activists (who sometimes don't differentiate between drones great and small). It may even require the passing of a few new privacy laws.

Folks like Frazier and Miller don't see the permit process getting easier any time soon but eventually ? inevitably ? and for better or worse, your local police department will get its drone.

Actress Kristen Bell and actor Dax Shepard are the parents of a new baby girl, the "Parenthood" star announced on Twitter Thursday.

"Lincoln Bell Shepard is here. She has mom's beauty and dad's obsession with breasts. Hooray!!!" Shepard tweeted.

This is the first child for the couple who co-starred in 2010's "When in Rome." The couple got engaged?in 2009 and had said they were waiting until gay marriage was legal in California before they would marry. But Shepard, 38, did refer to Bell, 32, as his wife in a blog post about his dying father that went viral last week.

(AP) ? Saying he made the decision before arriving at spring training, Mariano Rivera announced Saturday that he will retire at the end of the season and hopes to cap his record-setting career by winning another World Series with the New York Yankees.

Rivera was surrounded by family and teammates when he made the announcement during a news conference at the team's complex.

The 43-year-old has a clear vision of how he wants his career to end.

"The last game I hope will be throwing the last pitch in the World Series," he said. "Winning the World Series, that would be my ambition."

With the entire Yankees' team looking on ? including longtime teammates Derek Jeter and Andy Pettitte ? Rivera said he knew the time was right for his decision.

"I have just a few bullets left," he said.

Rivera holds the career saves record with 608 and has helped the Yankees win five World Series titles. He is regarded as the greatest closer of all time, whether he's throwing his cut fastball in the regular season or postseason.

"We just have a special relationship," Pettitte said. "I don't know how to explain it. Obviously, when you spent as much time together after as many years as we've been together, you just kind of grow a little closer to one another than you would with other teammates. He's always been there for me."

Rivera missed most of last year after tearing his right knee while shagging flyballs during batting practice in early May. Rivera said he would have retired at the end of last season if he had not gotten hurt.

"I didn't want to leave like that," he said. "I felt like I wanted to give everything."

He also said he wanted to give Yankees fans around the major leagues a chance to see him one more time, knowing this will be the end.

"I'm actually appreciative that we get to enjoy him for one more year," Yankees manager Joe Girardi said. "I think he's prepared to go 100 percent. I think he'll have a good year. It's been a real treat for me. I was relaxed when he came into the game as a catcher, and I'm relaxed when he comes into the game as a manager, so that's probably about the highest compliment you can pay a closer."

Rivera's wife and two children were by his side for the news conference. He began by playfully thanking the Yankees for giving him a new contract for two additional years through 2015 ? which would break a team policy of not negotiating new deals before the old ones expire.

"It's not too easy when you come to a decision like this," Rivera said, turning serious. "After this year, I will be retired. ... Now you're hearing it from me. It's official now."

While others have proclaimed him the best closer in baseball history, Rivera wouldn't put that label on himself.

"I don't feel myself, the greatest of all time. I'm a team player," he said. "I would love to be remembered as a player who was always there for others."

Yankees general Brian Cashman said he knew Rivera's intention was to retire last season.

"He's irreplaceable," Cashman said. "He is the greatest of all-time. I've known him since he was in the minor leagues, and he's never changed once. You see a lot of players that get a lot of money, become famous and change over time. He hasn't changed a bit. I've got more respect for him as a player and person because of that."

Hall of Fame reliever Goose Gossage, a Yankees' guest instructor, called Rivera "not only a great pitcher, but as great a person." Gossage noted that the role of closer has gone from multiple innings to basically a one-inning job.

"Mo is as good as anybody that's ever done it," Gossage said. "The last thing I want to do is take anything away from this guy, he is great. But I would throw out the challenge that, do what we did and we'll compare apples to apples. We didn't get to pitch just one inning, but I believe today is the way they should be used."

Former Yankees catcher Jorge Posada said there is only one Mariano Rivera.

"There won't be another person who will come along and do what he did," Posada said in a statement. "I'm so happy he is going out on his terms. Now every time he steps into a ballpark this year, teams and fans can celebrate and appreciate what he has meant to this great game we play."

Rivera said he will miss being on the field but not the long travel and many nights in hotels. He will be the last player to wear No. 42 ? retired for Jackie Robinson by Major League Baseball in 1997 but allowed to remain for players using it at the time.

"Being the last player to wear No. 42 is a privilege," he said.

Rivera has not pitched in an exhibition game this spring training. He usually goes at his own pace in camp, working in the bullpen and throwing in simulated games ? while avoiding bus trips to opponents' spring ballparks.

The 12-time All-Star has earned a record 42 saves in the postseason while putting up an 0.70 ERA. He began his major league career in 1995 and has spent his entire time with the Yankees.

Rivera made just nine appearances last season before he tore the anterior cruciate ligament in his right knee on May 3, and he had surgery on June 12. Rivera returned to his native Panama earlier this week on a personal matter.

As for the future, Rivera wants to take time off after this season to spend with his family. He envisions himself working in baseball, perhaps with minor leaguers.

"I definitely will be involved in the game some way, some aspect of the game," he said.

Rivera said there is no sadness, but it's a celebration, in announcing his retirement.

"There's nothing to be sad (about)," Rivera said. "I did everything within my power to enjoy the game, to do it well, to respect the game of baseball. Have so much joy, and no one can take that joy away from me."

"Thank God I was able to play the game of baseball for so many years," Rivera added. "I want no fans, no one member of my family to be sad."

Karzai: Afghan Taliban, U.S. revive reconciliation talks in Qatar

KABUL (Reuters) - The Afghan Taliban and the United States have been holding talks in the Gulf Arab state of Qatar, Afghan President Hamid Karzai said on Sunday.

The Taliban suspended the talks one year ago, blaming "shaky, erratic and vague" U.S. statements.

The U.S. government has said it remained committed to political reconciliation involving talks with the Taliban but progress would require agreement between the Afghan government and the insurgents.

"Senior leaders of the Taliban and the Americans are engaged in talks in the Gulf state on a daily basis," Karzai told a gathering to mark International Women's Day.

But the Taliban spokesman in Afghanistan, Zabihullah Mujahid, denied that negotiations with the United States had resumed and said no progress had been made since they were suspended.

"The Taliban strongly rejects Karzai's comments," he said.

U.S. officials could not be immediately reached for comment.

The Kabul government has been pushing hard to get the Taliban to the negotiating table before most U.S.-led NATO combat troops withdraw by the end of 2014.

Afghan officials have not held direct talks with the militants, who were toppled in 2001 and have proven resilient after more than a decade of war with Western forces.

U.S. diplomats have been seeking to broaden exploratory talks with the Taliban that began clandestinely in Germany in late 2010 after the Taliban offered to open a representative office in Qatar.

U.S. Defense Secretary Chuck Hagel is in Afghanistan to visit U.S. troops.

Hagel, who arrived on Friday for his first trip abroad as defense secretary, is also due to hold talks with Karzai, whose recent orders to curtail U.S. military activity highlights an often tense relationship with the 66,000 American forces here.

Hagel's visit also coincides with the passing of a deadline imposed by Karzai for U.S. special forces to leave the province of Wardak, after Karzai accused them of overseeing torture and killings in the area.

U.S. forces have denied involvement in any abuses and it was not clear if they were leaving Wardak by the deadline.

Regional power Pakistan indicated a few months ago that it would support the peace process by releasing Afghan Taliban detainees who may help promote the peace process.

But there have been no tangible signs the move advanced reconciliation.

Obama Makes Light of Recent Controversies at Gridiron Dinner

WASHINGTON - President Obama made light of the recent spat between White House economic adviser Gene Sperling and journalist Bob Woodward Saturday night when he turned on his comedic charm before an elite group at the annual Gridiron Club Dinner.

"This whole brouhaha has had me a little surprised," President Obama said. "Who knew Gene [Sperling] could be so intimidating? Or let me phrase it differently: Who knew anybody named Gene could be this intimidating?

"You notice that some folks couldn't make it this evening. It's been noted that Bob Woodward sends his regrets, which Gene Sperling predicted. ? I know that some folks think we responded to Woodward too aggressively, but hey, can anybody tell me when an administration has ever regretted picking a fight with Bob Woodward? What's the worse that could happen?" Obama said.

The argument between Sperling and Woodward came to the spotlight after Woodward revealed the White House economic adviser told him he would "regret staking out that claim" that President Obama was "moving the goal posts" on additional revenue.

In his speech before the exclusive Gridiron Club Dinner, the president addressed the grievances raised by the press corps about the administration's lack of access and transparency.

"Some of you have said that I'm ignoring the Washington press corps, that we're too controlling. You know what, you're right. I was wrong. I want to apologize - in a video you can watch exclusively at Whitehouse.gov," Obama said.

The Gridiron Club is one of Washington, D.C.'s most exclusive organizations for journalists. The annual event, which held its 128th dinner Saturday, features musical skits poking fun at Republican and Democratic lawmakers.

As the president reaches out to Congress this week to reach an agreement on replacing the sequester cuts, he incorporated the current fiscal fight into his comedy routine.

"Because of sequester, they cut my tails. My joke writers have been placed on furlough," he said. "There is one thing in Washington that didn't get cut: The length of this dinner. Yet more proof that the sequester makes no sense."

The president highlighted a recent thirsty mishap by a popular politician on the Republican side - Florida Sen. Marco Rubio.

"Of course, as I begin my second term, our country is still facing enormous challenges," the president said, as he took a long sip of water. "That, Marco Rubio, is how you take a sip of water."

Despite roasting Republicans, the president didn't spare those on the Democratic side, poking fun at Secretary of State John Kerry and Vice President Joe Biden, who may decide to launch a 2016 presidential bid.

"Let's face it Hillary [Clinton] is a tough act to follow. ? Frankly, though, I think it's time for him to stop showing up at work in pant suits. It's a disturbing image. I don't know where he buys them. He's a tall guy," Obama said of Kerry.

"It's no secret that my vice president is still ambitious. But let's face it, his age is an issue. Just the other day I had to take Joe aside and say, 'Joe you are way too young to be the pope,'" he said.

The president's appearance at the Gridiron Dinner marked his second time addressing the elite club. He attended the dinner one other time, in 2011. In addition to the president, Sen. Amy Klobuchar, D-Minn., and Louisiana Gov. Bobby Jindal headlined the dinner for each of their respective parties.

While numerous journalists attended the festivities, TV cameras were prohibited form covering the evening's event.

But amid all the laughs of the evening, the president extended an appreciation for the journalists that cover him each day.

"In an age when all it takes to attract attention is a Twitter handle and some followers, it's easier than ever to get it wrong. But it's more important than ever to get it right. And I'm grateful for all the journalists who do one of the toughest jobs there is with integrity and insight and dedication and a sense of purpose that goes beyond a business model or a news cycle," he said.

Justin Timberlake joins five-timer's club on 'SNL'

It almost didn?t matter what happened after?Justin Timberlake?s "Saturday Night Live"?opening monologue, because by that time the episode was already the biggest of 2013.

It was the musician-actor?s fifth time hosting, which gave him access to the exclusive ?five-timer's club.? Timberlake was ushered off the stage and into the inner sanctum, where he encountered a slew of "SNL"?vets who had all hosted or performed as the musical guest at least five times.

Paul Simon?greeted Timberlake, as did a pipe-smoking?Steve Martin, who was a tad suspicious of the club?s new member, scoffing when he learned Timberlake couldn't play the banjo.

"He can't do?everything," Martin remarked. The comedian then belittled?Dan Aykroyd, who as a mere one-time host, was reduced to bartending for the clubmembers.?Martin Short?(also not a member of the club) was forced to work as a mistreated waiter.

When?Chevy Chase?appeared next to?Short?and?Martin, Timberlake was thrilled to realize he was standing next to the three amigos. (The trio would appear in full Mariachi garb later to introduce Timberlake?s second musical performance.)

?I killed my best friend? Moynihan screamed after the battle. Hanks and Baldwin congratulated him and said he deserved a beer. Shortly after,?Candice Bergen?appeared to demand the other members put the toilet seat down after using it.

In its cold open, "SNL"?took on the death of Venezuelan president?Hugo Chavez. Timberlake played?Elton John, who tailored ?Candle in the Wind" to fit the late president. Among the salient Chavez moments highlighted included the socialist leader calling President?George W. Bush?the devil during a United Nations speech and blaming capitalism for?destroying life on Mars. ?He really said that,? Timberlake insisted.

The star power continued as?Andy Samberg?and Timberlake appeared as their ?D--- in a Box? characters during a dating sketch. Martin and Aykroyd competed against them as two wild and crazy guys, while poor Moynihan failed to compete. It got rather crude for the female contestant, who doesn?t seem to mind.

U.N. convoy to retrieve Golan peacekeepers delayed - rebel

BEIRUT (Reuters) - A U.N. convoy sent to retrieve 21 Filipino peacekeepers captured by rebels in a southern Syrian village three days ago has been held up after one of its vehicles broke down, a Syrian rebel source said on Saturday.

But he said a ceasefire around the village of Jamla appeared to be holding and the convoy of seven U.N. vehicles, held up about 6 km (4 miles) northeast of Jamla, would still be able to collect the peacekeepers once it was mobile again.

"The U.N. convoy has reached the village of Ain Dhakar but has halted there because of technical difficulties," Abu Essam Taseel, from the media office of the Martyrs of Yarmouk brigade, told Reuters by Skype.

The peacekeepers - part of the U.N. Disengagement Observer Force (UNDOF) that has been monitoring a ceasefire line between Syria and Israel in the Golan Heights since 1974 - were seized by the Martyrs of Yarmouk rebel brigade on Wednesday.

They have been held in Jamla, a village one mile from the Israeli-occupied Golan. After their capture, insurgents described them as "guests" and said they would be freed once President Bashar al-Assad's forces pull back from around Jamla and stop shelling.

A brief truce was agreed on Saturday morning to allow for the peacekeepers' retrieval. Although the two-hour window of that ceasefire passed at midday (1000 GMT) before they could be extracted, the rebels said relative calm prevailed.

Taseel said the area around Jamla was quiet apart from some "limited clashes" to the south which he said would not impede the peacekeepers' recovery.

The Syrian Observatory for Human Rights said fighters from the Martyrs of Yarmouk and other brigades took control of a military position in the village of Abdin, about 2 km (1.2 miles) south of Jamla on Saturday.

A rescue effort on Friday was delayed by heavy bombardment and abandoned after nightfall, U.N. peacekeeping chief Herve Ladsous said. "(Jamla) is subject to intense shelling by the Syrian armed forces," he told reporters after briefing the U.N. Security Council on the situation.

REGIONAL SPILLOVER

Syria's nearly two-year civil war has spilled periodically across the Golan Heights ceasefire line and Syria's borders with Lebanon, Iraq and Turkey, threatening to engulf the region. The conflict began as peaceful protests, but turned violent when Assad ordered a crackdown on the demonstrations.

Ladsous warned that once the peacekeepers were released, "we would strongly expect that there would not be retaliatory action by the Syrian armed forces over the village and its civilian population".

Syrian U.N. Ambassador Bashar Ja'afari said the army was targeting areas outside Jamla where he said the rebels were concentrated, not the village itself. "We know for sure what we are doing and we know where the peacekeepers are," he said.

"The Syrian government forces are doing exactly what they have to do in order to bring back safely the peacekeepers, guarantee the safety and security of the inhabitants of these villages (and) get these armed group terrorists out of the area," Ja'afari said.

In several videos released on Thursday, the peacekeepers said they were being treated well by civilians and rebels. The United Nations said the captives had been detained by about 30 rebel fighters, but Taseel said the men were "guests," not hostages, and were being held for their own safety.

Under an agreement brokered by the United States in 1974, Israel and Syria are allowed a limited number of tanks and troops within 20 km (13 miles) of the disengagement line.

A U.N. report in December said both the Syrian army and rebels had entered the demilitarized area between Syrian and Israeli forces. It said that violence in the area showed the potential for escalation across the frontier, jeopardizing the ceasefire between the two countries.

1 dead, 5 rescued from CA racing sailboat accident

LOS ANGELES (AP) ? A sailor died and five others were rescued after abandoning a racing boat that lost its steering capability and drifted to an island off Southern California, where it was broken apart by crashing waves, the Coast Guard said Saturday.

The crew of Uncontrollable Urge issued a mayday call Friday night after the 32-foot sailboat's rudder failed and the craft began drifting toward the rocky shore of San Clemente Island, Petty Officer Connie Gawrelli said. The crew initially declined assistance from the Coast Guard and other boaters and requested a tow boat, Gawrelli said.

However, rough seas kept that boat from getting to them.

One of the organizers of the two-day Islands Race said the crew encountered more bad luck when attempts to deploy a life raft and anchor the boat failed.

"They were not in immediate danger and thought they would be able to manage completing the race and get assistance on their own," said Chuck Hope, commodore of the San Diego Yacht Club. "Then things got worse."

He said the boat was buffeted by 8-foot swells and wind gusts of 20 to 30 knots.

When the Coast Guard reached the crew, they found 36-year-old Craig Thomas Williams unresponsive in the water, the San Diego County Medical Examiner's office said. He and the other 5 crew members were hoisted into a helicopter and flown to a hospital.

It wasn't immediately known whether the surviving crew members suffered any injuries.

A call to a number listed for Craig Williams of San Diego was not immediately returned.

The dead sailor was a member of the Silver Gate Yacht Club in San Diego, where the Uncontrollable Urge is docked, its commodore said.

"This is a tragedy for the families and our club is mourning for the loss of life," Carey Storm said in a statement.

Storm declined to release further details.

The Islands Race website listed James Gilmore as the owner of the Uncontrollable Urge. Gilmore tweeted on Friday that he was taking the new boat on its first race, and noted that the forecast called for 25-knot winds.

"Gonna see what this boat can do!" he tweeted.

Hope said the Uncontrollable Urge was known within the sailboat racing circuit and that its crew and skipper were experienced.

"Those guys been around, they're very good sailors," he said. "This was not a case of someone getting in over their head."

He said stormy conditions in the open seas caused equipment failures for two other boats, forcing their crews to drop from the race.

"This was not an isolated incident," Hope said. "Conditions were pretty fierce."

The overnight, 139-nautical-mile race began in Newport Harbor in Orange County Friday and was to take participants around Catalina and San Clemente islands before finishing off in San Diego's Point Loma.

The death came nearly a year after four sailors died when their yacht crashed during a race from Southern California to Mexico. An independent review panel said it believes the 37-foot sailboat Aegean ran aground on North Coronado Island off the Mexican coast on April 28, 2012 during the Newport to Ensenada Race.

That same month, five other sailors died in the waters off Northern California when their 38-foot yacht was hit by powerful waves, smashed into rocks and capsized during a race. Three sailors survived the April 14 accident near the Farallon Islands, about 27 miles west of San Francisco.

The wreck prompted the Coast Guard to temporarily stop races in ocean waters outside San Francisco Bay.

How much could college stars earn in endorsements?

Money and Manziel are often mentioned together these days.

When talk turns to insurance policies or trademark infringement lawsuits involving the Heisman Trophy winner nicknamed Johnny Football, debate inevitably ensues about the fairness of NCAA amateurism rules that prevent college sports stars from cashing in on their fame. But putting aside those arguments for a moment leaves a simple question: Just how many dollars is a player like the Texas A&M quarterback missing out on?

Imagine a hypothetical world where suddenly athletes are able to sign endorsement deals while maintaining their eligibility. Manziel could be shooting commercials in between spring practice workouts this week.

Companies would need to determine just how much these guys would be worth as pitchmen. According to several marketing experts, the value even for a player as dynamic and well-known as Manziel would not rival that of pro stars.

"I don't think it's an issue where the sky's the limit," said David Carter, the executive director of the USC Marshall Sports Business Institute.

The biggest drawback, Carter and others say, is that even if the NCAA rules ever changed, the athletes would still have to deal with fans' perception that college is different from the pros.

Manziel himself acknowledged the same challenges when asked what a player would do if faced with that option.

"I think it's a tough situation," Manziel said, "and that's why it's how it is today."

Manziel is an interesting test case because of his unique appeal. The first freshman to win the Heisman, he toils in the high-profile SEC and has that catchy nickname.

For a sense of Manziel's allure, consider the television ratings for January's Cotton Bowl on Fox ? an Aggies victory over Oklahoma that turned into a blowout in the second half. It was watched by almost 12 million viewers, up nearly 42 percent from the previous year's Kansas State-Arkansas matchup. Most telling, the audience was significantly bigger than for two of the BCS bowls, the Orange and the Sugar.

Executives mention Tim Tebow ? then the first sophomore to be awarded the Heisman ? as the best recent comparison of a collegian who rises above the usual focus on historic programs and celebrated coaches.

"Generally speaking, it's more the records and the performance on the field as a team than it is the individuals that play," said CBS Sports Chairman Sean McManus, whose network has the good fortune of owning rights to SEC games. "But periodically a player will emerge, and Johnny is the latest one to emerge."

A top NFL player can hope for endorsement deals starting in the $1-2 million per year range, said Jack Plunkett, CEO of market research firm Plunkett Research. One challenge for a college player in trying to match that in this imaginary scenario is he wouldn't be the only one suddenly available to sponsors.

Someone like Manziel may be the brightest of stars, but the market would also be flooded with other ? not quite as popular, but not as expensive ? athletes.

But the broader problem is that while fans may feel bad that athletes aren't paid amid the money swirling around college sports, they still may experience discomfort at those same guys pitching a car or beverage.

"My gut feeling is people don't want to see college athletes endorsing products," Plunkett said.

Steve Rosner, a partner at sports marketing firm 16W Marketing , said many companies might consider college kids too young to be a good fit for many things they're trying to sell.

"A lot of categories who might be interested in him might be looking for someone with more experience in life in general," he said.

What would likely work best is the so-called "tools of the trade" ? apparel, sneakers, equipment. In fact, those are generally the kinds of deals top draft picks sign before they play in a league. And for those players, while their value is partly based on their potential as pro athletes, it also reflects their fame as college stars.

Carter speculated that a college athlete who signed on with too many companies would invite ridicule from alums wondering if shooting commercials was a distraction.

For now, this is all truly hypothetical, since the NCAA has made clear its commitment to amateurism.

But, as Carter said, "it's fun to talk about in theory."

Fourth Quarter Indices Show Continued Improvement for Apartment ...

WASHINGTON, D.C. ? March 8, 2013 ? (RealEstateRama) ? The Multifamily Production Index (MPI), released today by the National Association of Home Builders (NAHB), increased two points to a level of 54. It is the fourth straight quarter with a reading over 50.

The MPI measures builder and developer sentiment about current conditions in the apartment and condominium market on a scale of 0 to 100. The index and all of its components are scaled so that any number over 50 indicates that more respondents report conditions are improving than report conditions are getting worse.

The MPI provides a composite measure of three key elements of the multifamily housing market: construction of low-rent units, market-rate rental units and ?for-sale? units, or condominiums. In the fourth quarter of 2012, the MPI component tracking builder and developer perceptions of market-rate rental properties dropped four points to 65, but has been above 60 for six consecutive quarters?the longest sustained period of strength since the inception of the index in 2003. For-sale units had its highest reading since the fourth quarter of 2005, increasing two points to 46, while low-rent units increased seven points to 53.

?The apartment and condo markets continue to improve as new household formations generate demand,? said W. Dean Henry, CEO of Legacy Partners Residential in Foster City, Calif., and chairman of NAHB?s Multifamily Leadership Board. ?However, there are certain issues facing builders and developers that may impede their ability to keep up with this demand, such as the rising cost of building materials, labor shortages and the price of land.?

The Multifamily Vacancy Index (MVI), which measures the multifamily housing industry?s perception of vacancies, dropped two points 31. With the MVI, lower numbers indicate fewer vacancies. After peaking at 70 in the second quarter of 2009, the MVI declined consistently through 2010 and has been at a fairly low level throughout 2011 and 2012.

Historically, the MPI and MVI have performed well as leading indicators of U.S. Census figures for multifamily starts and vacancy rates, providing information on likely movement in the Census figures one to three quarters in advance.

?The MPI continues the improvement that began in the middle of 2010, and the rate of multifamily starts has increased in line with that signal of developer confidence since the end of 2010,? said NAHB Chief Economist David Crowe. ?Similarly, the falling MVI indicates continued demand for more apartments. For that reason, NAHB expects a 30 percent increase in multifamily starts in 2013.?

George Lucas suggests Harrison Ford, Mark Hamill, Carrie Fisher returning for new 'Star Wars'

NEW YORK - It appears the Force is still strong with Harrison Ford, Mark Hamill and Carrie Fisher.

In an interview posted online Thursday, George Lucas said the trio from the original "Star Wars" trilogy will reprise their iconic roles of Hans Solo, Luke Skywalker and Princess Leia in the new "Star Wars" film.

Lucas told Bloomberg Businessweek that all three were signed for the new "Episode VII" film in advance of Lucasfilm's $4 billion purchase by Disney.

"We had already signed Mark and Carrie and Harrison ? or were pretty much in the final stages of negotiation," Lucas said.

He added: "Maybe I'm not supposed to say that. I think they want to announce that with some big whoop-de-do."

In an interview posted Wednesday with Florida's Palm Beach Illustrated, Fisher said that she'll be coming back as Princess Leia.

Disney's Lucasfilm was coy in response. In a statement, a spokesperson for the company said, "George couldn't say whether they were signed or not and neither can we. As Yoda said, `Always in motion is the future.' Stay tuned."

The Walt Disney Co. is producing a new "Star Wars" trilogy to take place after Lucas' original three space epics. J.J. Abrams is directing the first film. The 70-year-old Ford, the 61-year-old Hamill and the 56-year-old Fisher are expected to play smaller, supporting roles.

A representative for Ford declined to comment. Hamill's representatives didn't immediately return requests for comment.
